Governor Nixon has spoken to elected officials in Laclede, Miller, Phelps and Pulaski Counties and yesterday declared a state of emergency after heavy rains caused flash flooding and at least one confirmed death in the Waynesville area. That action activated the state Emergency Operations Plan, allowing coordination between state agencies and local jurisdictions.

The Governor has directed the Highway Patrol to keep additional marine operations troopers, a rescue helicopter and associated assets in place until the threat has passed. Nixon had earlier cancelled a planned roundtable in Waynesville with emergency management officials in light of the continued flood response.

The State Emergency Management Agency is monitoring conditions.
The forecast for the region includes more rain chances through as late as Tuesday.

A former Henry and Cass County deputy sheriff has been arrested and charged with statutory sodomy

The Jackson County Prosecutor's Office said 41-year-old Maxwell F. Blanchard, Jr. faces one count of second-degree statutory sodomy, a Class C felony under Missouri law, a press release said.

According to court documents, Blanchard is accused of a sexual encounter prosecutors said happened over the weekend. The incident was revealed when the victim's mother found text messages on her daughter's phone.

The former Cass County deputy sheriff's accuser is a family friend's 14-year-old daughter. Investigators believe the incident happened at his home in Belton, MO.

Jackson County Prosecutors filed the criminal charge because Cass County prosecutors didn't want to handle the case because Blanchard is a Cass County deputy. Blanchard's bond was set at $25,000 cash.
