Officer Involved Shooting in Cass County

Cass Co – On Sunday April 1, at approximately 7:46 p.m. Belton Police Officers were dispatched to a residence located in the 200 block of Spring Street for a person refusing to leave a residence.

The person was believed to be a neighbor on the same street. Officers contacted the people involved and determined that no further action was necessary at that time.

At about 11:30 p.m. the Belton Police Department received a second call in the same area regarding property damage to vehicle tires. Officers identified the alleged suspect as the same person from the earlier call. Officers identified the subject, Donald P. McCarter, 38, at the residence of 208 Spring Street.

Additional officers arrived on scene and made contact with a female at the residence. And Mr. McCarter. Officers entered the residence encountered the suspect armed with a knife. Officers gave commands to gain the suspect’s compliance in surrendering and dropping the knife. The officers used less-lethal measures, such as electronic control devices in an attempt to safely control the suspect, but he still failed to comply with their commands. The suspect advanced on officers while brandishing the knife. At least one officer fired and struck Mr. McCarter. Officers evacuated additional residents into a bedroom for safety.

Other officers and medical personnel at the residence gave medical attention to the Mr. McCarter, but he died at the scene.

Video of the incident was captured by body worn cameras. The videos will not be released based on the ongoing investigation.

The Belton Police Department contacted the Cass County Sheriff’s Office requesting their independent investigation of the incident. The Cass County Sheriff’s Office was designated as the lead investigating agency. The investigation is being supplemented with investigative resources from the Belton Police Department.

In accordance with the Belton Police Department’s policies and procedures, the officers involved are currently on administrative leave.

Upon the completion of the investigation the case will be forwarded to the Cass County Prosecutors Office for review.
