The Bates County Commissioners met with Presiding Commissioner Jim Wheatley, Northern Commissioner Kenny Mooney and Southern Commissioner Trent Nelson present.
Northern Commissioner made the motion to pay 4 more townships the CART money as they have completed their contract paperwork. Southern Commissioner Trent Nelson seconded the motion. All voted yes. No opposition. Motion passed.

The 2nd day of October Term
The Bates County Commission met with Presiding Commissioner Jim Wheatley, Northern Commissioner Kenny Mooney and Southern Commissioner Trent Nelson present.
9:30 am Matt Brickey with McBride and Lock Associates LLC brought the wrap up of the County Audit 2020-2021. With 2018 having 4-line items over and 2019 having 5. 2020-2021 only having 1. Line items being over can be covered by the total budget. All financials resolved. Bank reconciliation was fine. In 2020 the Prosecuting Attorney Training Fund went over budgeted line but within in budget overall. There is an ongoing problem, since 2017, with the Prosecuting Attorney's Bad Check Fund per state Statues RSMo 50.370, 559.100.3 and 570.120.5. This fund is to be in the budget and held with the treasury not by the PA office. The CARES ACT Funds had 2 separate accounts that wasn’t totaled. It was explained that this was to keep $20,000.00 back for the audit. Clarification on grants needs to be done to list correctly. Some State received funds are funded by Federal Grants and needs to be listed that way. The Victims of Crimes grant is a Federal Grant though given out by the State. There were a few payouts from the Public Administration Office that either had no invoice or no supporting documents for payout. It was also mentioned that some invoices were not marked as paid which could lead to double paying. There were some missing CARES ACT reports from the Portal. Jim found them on the portal. There is still a question on the CARES ACT funds for the Rich Hill School.
1:30 Ray Shaffer, county maintenance, came in to update the work on the courthouse. Northside is completely done. They are working on the West side now. Handicap button is installed for the security entrance. Still waiting on reply from Johnson Controls. The MEI invoice for the elevators was higher than expected. There is a question that the inspections are not being done correctly. The overflow buckets were overflowing, and this is not supposed to happen. Ray has requested to have the inspections scheduled so he can be available to walk thru with them.
2:00 Fiona Bagwell with NextEra checking in with the agreements for going forward with the solar project. Ian Evans and John Felitto present as well. They are recommending a $25,000.00 per year for Road Maintenance. Of this a percentage is to go to each township effected by the traffic from the project and to the County Road and Bridges for culverts. This is to start once construction is over and production starts.

The 4th day of October Term
The Bates County Commissioners met with Presiding Commissioner Jim Wheatley, Northern Commissioner Kenny Mooney and Southern Commissioner Trent Nelson present in AM.
Jana Rosier with Osage Valley stopped in to address any questions on the Broadband Infrastructure they are building. They are targeted to servicing about 65% of Bates County. They do serve 7 counties, some only small portions. At this time only their electrical customers are being added to the network. After their network is up and running then possibly reaching out to other communities. They are in a reverse auction for a State Infrastructure Grant to fund the build as well. They have also submitted an ARPA application to the County Commission. Osage Valley will own the network and the Broadband company will lease the network to provide the broadband to the people. The money that Osage Valley stands to receive from these leases, roughly 10% of any subscription, will go toward off setting any electrical generation increases that are bound to come. There will not be an immediate increase to the Capitol Credits given to the people however in the long run there will hopefully be. This follows the Capitol Credits that were generated with the electricity which took 20 years. They have had some issues they are working on, billing not totally accurate and some speed issues. Some installs of the network are challenging, some pole changes and some must be underground. Underground install is 2x the price of pole install. Once completed there will be subcontractors for repairs.
Kevin Fischer, Public Water District #7, brought in updated information on the pump station rebuild. The previous application with quoted repairs needs updated as the quote has increased. He will bring in the new quote.
Northern Commissioner Kenny Mooney made the motion to have an engineer, Roland Grigsby, look over both quotes on the Fire Alarm Systems build for the Courthouse to ensure everything that is needed is quoted and nothing added that is not. Southern Commissioner Trent Nelson seconded the motion. All voted Yes. No opposition. Motion passed.
Ray Shaffer and Nina Carlton, County Maintenance and Housekeeping, came in to check on the status of the Fire Alarm bids. They were informed of the having an engineer look over the bids.
Josh Framel with Clearway Energy here to introduce himself and the company to our area. The company is based out of San Francisco, Josh is working out of the Denver office. They utilize wind, solar and battery. In this project they are only targeting Solar and Battery. The battery helps to even out the amounts entering the grid. Also provides rapid deployment if needed for increased demands on the grid. The project in our area is about 2000 acres south of Amsterdam and next to another 2000 acres in Kansas. Entering the electrical grid on the La Cygnes lines. They have agreements for the land and are working on the Environmental, Wildlife and Interconnection studies. Evergy is the targeted customer. This project has the same set up as the other one, NextERA, in the same area. They will be doing the same processes. Road and Decommissioning agreements, community meetings and local bids on builds. Projected start build is 2026 with at 30-year lease with possible extensions. The projected output is 650 Megawatts.

The Bates County Commissioners met with Presiding Commissioner Jim Wheatley, Northern Commissioner Kenny Mooney and Southern Commissioner Trent Nelson Present.
Rolland Grigsby, building code inspector, replied to the Commission on his recommendation for the Fire Alarm bid. He recommended Atronic as they have a strobe notification which follows ADA standards. Northern Commissioner Kenny Mooney made the motion to accept the bid for the Courthouse Fire Alarm bid from Atronic per Rolland Grigsby recommendation. Southern Commissioner Trent Nelson seconded the motion. All voted yes. No opposition. Motion passed.
1:30 Mark and Virginia Thompson, residents in Lone Oak township came in to discuss a property line dispute. The neighbor to the east, James Herman Shubert, is looking to put a fence down the middle of the road. This road is not a closed road therefore the middle of the road to 20ft on each side is the easement to keep open and clear. The fence would have to be built accordingly. Their property line to south has been built on by that neighbor, Elliot Smalley. Mr. Smalley also uses their drive to enter his property off the road as the road does not go further than the trees. Supporting documents were given to the Thompsons.

Northern Commissioner Ken Mooney made the motion to appoint Peggy Buhr to the Bates County Senior Services Board for a term of 4 years. Southern Commissioner Trent Nelson seconded the motion. All voted yes. No opposition. Motion passed. Letters will be sent out to Ms. Buhr.
Presiding Commissioner Jim Wheatley worked on the agreement for the Fire Alarm System by Atronic.

The Bates County Commission met with Presiding Commissioner Jim Wheatley, Northern Commissioner Ken Mooney and Southern Commissioner Trent Nelson present.
Christian Farris with Viebrock Sales & Service stopped in to greet the Commissioners on behalf of Charlie Thomas. Charlie is not up to speed these days with a medical condition. He still is thinking of us all and doing the best he can to heal. Mr. Farris left some information on new products they have been having success within Pettis County.
Daniel Stewart, assistant surveyor, brought an issue up to the Commission on a road description that is incorrectly recorded. Tony Davis is attempting to ensure the easement to get to his property is legal and recorded. This concerns road 1653 and 1613. It was voted on in July 2014 as 1613 but recorded now as 1653. Daniel is looking into it and will discuss this with Nick Porter.

Southern Commissioner Trent Nelson made the motion to pay additional CART payments to Deepwater $13,650.00 and to Walnut $17,500.00. Northern Commissioner Ken Mooney seconded the motion. All voted yes. No Opposition. Motion passed.
